What is API Specification Q2

API Spec Q2 is the American Petroleum Institute's quality management system standard for service supply organizations operating in the oil and natural gas industry. It sets rigorous requirements for service execution planning, operational risk assessment, contingency management, supplier and subcontractor control, nonconformity management, corrective action, and management oversight to ensure services are performed safely and consistently in the field.

Unlike API Spec Q1, which governs manufacturers, API Spec Q2 addresses the unique risks of delivering services in variable field conditions — covering activities like well construction, intervention, production, and abandonment. Organizations implementing API Spec Q2 strengthen customer confidence, reduce operational and safety risks, improve service consistency across crews and job sites, and demonstrate their ability to reliably execute critical upstream services.

Applications: Service providers such as maintenance companies, inspection services, and logistics providers.

FAQs

API Spec Q2 Frequently Asked Questions

What is API Spec Q2?

The API Spec Q2 is a set of requirements for a quality management system for service supply organizations to the oil and natural gas industries, developed by industry professionals and the American Petroleum Institute, in response to the Macondo incident of 2010. These requirements are meant to ensure that organizations providing onshore and offshore services for drilling, intervention, production, and abandonment effectively transition from a processed-based management system to a risk-based quality management system.

What are the implications of API Spec Q2?

API Specification Q2, Specification for Quality Management System Requirements for Service Supply Organizations for the Petroleum and Natural Gas Industries, establishes the quality system requirements necessary for service supply organizations to consistently and reliably provide services that meet customer, legal, and other applicable requirements. This specification applies to service-related activities in oil and gas including well construction, intervention, production, and abandonment, as well as repair, maintenance, and configuration of service-related product.

Is there an update to the API Spec Q2 standard?

Yes.  The American Petroleum Institute (API)  issued the second edition of its landmark API Specification Q2, Quality Management for Service Supply Organizations for the Petroleum and Natural Gas Industry on July 14, 2021. The new edition strengthens safety, quality, environmental protection and sustainability requirements to facilitate the implementation of best-in-class standards across natural gas and oil supply chains.

Who needs to comply with API Q2?

API Q2 is designed for organizations that provide services and products to the upstream oil and gas sector. This includes businesses such as well intervention and servicing contractors, equipment maintenance and repair specialists, inspection and testing providers, and other field service companies responsible for carrying out essential operational activities. Many operators now expect or require Q2 certification from contractors bidding on upstream work, making it an increasingly important differentiator for service companies competing for contracts.

What's new in the 2nd edition?

The new API Spec Q2, 2nd edition standard contains a number of significant changes, including:
  • Alignment with API Q1 verbiage where applicable
  • Addition of requirements to the Human Resources section (4.3.2)
  • Addition of supply chain to Purchasing Control (5.6.1)
  • Alignment of Control of Testing, Measuring, Monitoring, and Detection Equipment with API Q1 (5.8).
  • Removal of Preventive Actions section.
  • Harmonizing Q2 for service organizations with API Specification Q1 for manufacturers.
  • Adding requirements to ensure workers possess the required skills and knowledge and receive the proper training.

Should my organization pursue API Q1 or API Q2 certification?

The choice between API Q1 and API Q2 depends on your organization's role within the oil and gas industry. API Q1 is designed for companies that manufacture products, equipment, or components used in petroleum and natural gas operations, focusing on quality management, supplier control, and product conformity. API Q2, on the other hand, is intended for service providers in the upstream sector and emphasizes service execution, risk mitigation, contingency planning, and customer satisfaction. Selecting the correct standard is important for achieving compliance, improving operational performance, and meeting industry expectations. To explore the key differences, certification requirements, and determine which standard best aligns with your business activities, read our guide: API Q1 vs API Q2: What's the Difference and Which Standard Applies to You?

What are the most common nonconformances found during API Q2 audits?

Recurring audit findings include inadequate identification and documentation of nonconformities, corrective and preventive action (CAPA) plans that aren't followed through to verified closure, gaps in validating special processes, incomplete personnel training and competency records, and documentation that isn't maintained consistently across job sites. Many of these issues trace back to organizations relying on manual, disconnected recordkeeping rather than a centralized system.
