Since 2006, North Dakota’s Bakken region has experienced a meteoric rise in oil drilling. Asset management is a key component of limiting risk and liabilities in any organization, but none more so than in oil & gas service providers. Most often, catastrophic equipment failures are not the result of a single individual or factor. Rather, it is the result of a systemic failure to implement proper procedures, to ensure appropriate training is conducted, and to maintain equipment consistently and effectively.

Created as a result of the Deepwater Horizon incident, this is precisely what the API Spec Q2 standards aim to remedy.

According to the API Spec Q2 guidelines, “the organization shall maintain a documented procedure for the establishment of a PMITP [Preventive Maintenance, Inspection, and Test Program]. The procedure shall address record keeping requirements, inspection, maintenance, redress, repair, make-up, testing, and acceptance criteria for service-related product.”

Specifically, this PMITP must include, at a minimum:
  1. Actions which address preventive maintenance;
  2. Reports that document usage history, repairs or redress, modifications, remanufacturing, inspection, and test activities that allow direct verification for reuse of product;
  3. List of critical spare parts requirements by the customer and/or technical requirements including those recommended by the original equipment manufacturer;
  4. Controls that ensure equipment integrity to original performance requirements and design acceptance criteria are maintained

In an organization with dozens, if not hundreds of different products lines, this seems like a daunting task. The American Petroleum Institute has begun to accept applications for certification to the new Q2 specification. The first audits are expected to be performed sometime after the new year (2014).  This is a game changer for oil & gas service providers.

There have been many rumblings about the lack of knowledge and initiative regarding the API Q2 Specification. But the wheels are already in motion for the big oil companies.

API has been performing beta tests with drilling service companies this year. Thus far, Baker Hughes, Schlumburger, Weatherford and Halliburton have all completed their beta tests.

These site assessments were attempting to find gaps, hurdles and milestones for auditing to Q2. The information gathered from this process allows API (as well as the drilling service companies) to identify competencies in the specification. With this knowledge, API is able to better train their staff and auditors on the practical application of the new standard. The more API knows before the January 2014 deadline, the more equipped auditors will be to perform effective audits.

If there are any parts of API Q2 that are lacking, API will identify them in the beta test stages. Any additional resources that are needed will be identified and provided to ensure a smooth implementation.

There are several challenges that will come along with the implementation of the API Q2 Specification. The first of which is the general comprehension and application of the standard. Your organization will be required to read the new standard and understand  the requirements. Then you will need to determine how to blend the requirements into your operations.

Another challenge that Q2 presents is the transition from a process-based to a risk-based management system. Your organization is likely familiar with the process approach (i.e. ISO 9001), but API Q2 requires you to focus more on risk. Not only will this alter operations, but a risk-based system also requires a different workplace mentality.

Your organization likely has many compliance requirements already, and integrating API Q2 with those can present a unique challenge. You will need to devise the most efficient way to comply with API Q2 while adequately managing numerous other requirements.

There will also be some challenges for your organization with respect to supply chain and geographical differences. Complying with new API Q2 requirements will likely alter how your organization operates throughout the supply chain. Organizations in different portions of the world may have different regulatory and cultural differences, which may cause confusion.

Quality is crucial in the oil and gas industry. We are constantly adjusting and readjusting in order to improve our products and services. But even with this improvement, nonconformities will happen. So, in order to act responsibly, we must have plans in place when nonconformities occur.  
 
The impending API Q2 Specification highlights controlling nonconformities. API Q2 stresses that your organization identifies responsible parties and have the proper procedures in place for tracking nonconformities in services or service-related products (SRP). When responding to these nonconformities it is important that you treat each incident appropriately and that the effect on the service performance is analyzed thoroughly.
 
Nonconformities should be handled in the following order:
1. Make a correction, or;
2. If correcting the issue is not possible, stop using the service-related product, or;
3. If neither option is acceptable, request a waiver or deviation from the customer. 

Once you have identified and corrected the nonconformity, with CAPAs (if required) you need verify the action was effective. Throughout this process, you need to document required changes and communicate, if applicable, the information with your customer and other interested parties.
 
Control of nonconformities and related impacts are a focus of the new standard and it is important to manage the process in order to be in compliance with the requirements of API Q2.
