What services have updated requirements in API Spec Q2?

API sets the standard to which Service and Supply Organizations (SSO) must adhere for best practices and claim API certification. In the API Spec Q2, 2nd edition, those services include:

​The American Petroleum Institute (API) on July 14 issued the second edition of its landmark API Specification Q2, Quality Management for Service Supply Organizations for the Petroleum and Natural Gas Industry. ​The new edition strengthens safety, quality, environmental protection and sustainability requirements to facilitate the implementation of best-in-class standards across natural gas and oil supply chains.  There will be a six-month window for organizations that were previously Q2 certified to update their current quality management system to meet compliance with the new edition. 
The 2nd edition contains several significant changes, including:
  • Alignment with API Q1 verbiage where applicable
  • Removal of the reference to the outdated version of ISO 9000
  • Addition of requirements a) through e) to Human Resources section (4.3.2)
  • Addition of supply chain to Purchasing Control (5.6.1)
  • Alignment of Control of Testing, Measuring, Monitoring, and Detection Equipment with API Q1 (5.8)
  • Addition of Control of TMMDE to list of exclusions
  • Removal of Preventive Actions section.

​The American Petroleum Institute (API) developed and published the API Spec Q1 company level certification in their “Specification for Quality Management System Requirement for Manufacturing Organizations for the Petroleum and Natural Gas Industry.” The 9th edition of the document was published in 2013. It introduced 5 new sections with over 85 new sections. API Spec Q1 certification is an upgrade from the ISO 9001:2015 that focuses on the subject of risk. The specification extends to address issues of risk assessment and management, contingency planning, management of change, supply chain management, employee competency and training, and quality manual and corresponding documented procedures.
In June 2018, API released Q1, 9th Edition, Addendum 2.  Addendum 2 focused on supply chain controls, specifically on multi-tier suppliers.  It expanded the definitions to included associated (tier 2 & 3) level suppliers essential for product realization.

The long-awaited 10th edition update is currently being finalized, and is expected to be released in the coming months.  The new edition will contain some significant changes and will require companies to review their current programs for conformity.  Additionally, the new requirments  will impact existing API Product specifications as well.

Maintaining a management system that is effective, satisfactory and suitable is a requirement of the API Spec Q2 standard. In fact, section 6.5 states:
“The organization’s quality management system shall be reviewed at least annually by the organization’s management to evaluate the quality management system’s continuing suitability, adequacy and effectiveness.”
To that end, we thought we would discuss a couple of items to help streamline your Management Review planning.
 
When to Have a Review:
The standard requires that you review your system annually, at a minimum. However, best practice dictates that you schedule your reviews more often, say quarterly and focus on specific aspects during each session. Ultimately, this makes the process easier to manage and avoids duplication of efforts.
 
What to Include:
When you are setting up your Management Review agenda, make sure to compile data for use in the discussion.  Include internal and third party audit results, customer complaints, non-conformities and corrective action requests.  Develop a schedule that allows you to review each aspect of the management system by the anniversary date.  Be sure to allow for a discussion period, to address areas for improvement as well as ways that the system should be monitored.
 
Upon completion, prepare action plans to address required changes to processes, resources, and other items identified in the review.
 
Documentation:
Per the standard, the results of the Management Review must be documented and maintained.  In addition, top management must review and approve the summary assessment.  Results should be communicated with appropriate individuals throughout the organization.  Finally, the results should be used to drive continual improvement efforts within the organization.
